GSA Initiates Final TDR Pilot Program Rollout: Schedule 00CORP

In late August 2016, the General Services Administration (GSA) began implementing a new General Services Administration Acquisition Regulation (GSAR) final rule, initially announced on June 23rd 2016, through a phased-in pilot program, Transactional Data Reporting (TDR).  The major purpose of this program is to capture transactional data on procurements; including those coming from the Federal Supply Schedule (FSS) contracts, Multiple Award Schedule (MAS) contracts, Governmentwide Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts, and Governmentwide Acquisition Contracts (GWACs).  The rule requires that all vendors report the price for which the federal government has paid for an item(s) or service through any and all GSA acquisition vehicles.  Currently the program is only being released for certain select products and services in the FSS program.  GSA believes that TDR will significantly reduce the burden to industry partners due to the elimination of the Commercial Sales Practices (CSP) disclosure and Price Reductions clause (PRC) tracking requirements.  In addition, TDR aims to improve competition, promote smarter buying, and increase transparency.  Learn more about Transactional Data Reporting from our September 2016 post.

Schedule 00CORP- Professional Services Schedule (PSS)

On January 13th, 2017, GSA released the new Refresh 26 and Mass Modification #A509 for Schedule 00CORP.  With this Refresh and Mass Mod, the new TDR Rule was incorporated into Special Item Numbers (SINs) 871 1 through 871 7.  Although there is no obligation for a contractor to accept the TDR Mass Mod immediately, GSA highly encourages it.  Once accepted, a contractor is required to start using the TDR reporting module in place of the 72A reporting database starting at the beginning of the next full business quarter. However, this does not apply to new offerors.  Any new offers received after the solicitation refresh are subject to TDR upon award.  In an announcement posted on GSA Interact, “GSA believes this approach creates a level playing field for new offerors while incorporating a measured and manageable transition period of existing contractors.”  Schedules now subject to TDR include: 72, 58 I, 51 V, 03 FAC, 75, 73, 70, and 00CORP.
