System for Award Management (SAM) Replaces CCR and ORCA

Important information if you are registered with the Central Contractor Registration (CCR) federal system.

On July 29, 2012, the General Services Administration launched the first phase of the System for Award Management (SAM) eventually consolidating the capabilities of eight federal procurement systems and the Catalog of Federal Domestic Assistance into one system. The Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA) will be migrated into the new System for Award Management in the first phase.

Benefit of SAM is that it will reduce the number of passwords you need, systems to register with and data redundancy by sharing data across the award lifecycle.

SAM has completed the first phase of a long and bumpy transition.

SAM Version 1.01 is off to a slow start — SAM went live on July 29, but was taken offline a few days later after experiencing technical problems, not all links are active, users are experiencing slow response times, and the 350-page SAM User Guide can be intimidating. Nevertheless, SAM is now the federal government’s one-stop procurement registration shop, allowing users to log into a single system and manage information in one data repository.

What do I need to do?

Your existing registration data will be migrated to SAM for you. When it is time to renew your CCR registration you will do it on SAM. Until then, you do not need to take any action.

If you need to update information before your expiration date or when your CCR expires — register for a SAM account and then you will have ability to migrate from the CCR legacy system, validate your identify, and connect to your records.
