We begin the GSA Schedule Proposal Preparation by working with you to identify the GSA Schedule and Special Item Numbers (SIN’s) that best match the products and/or services that will be offered under contract. The next step is to prepare the Administrative, Technical, and Pricing components of your proposal.

Administrative Section

The Administrative Section of the proposal consists of completing a variety of tasks that the government requires prior to submission of an offer.  One of these tasks includes completion of the Pathways to Success training module, a mandatory course that must be taken prior to submission of an offer.  It provides you with an overview of GSA MAS contracts.  You will also be required to complete the Readiness Assessment tool, which helps contractors identify the solicitations most appropriate for their products and/or services.  Prospective GSA contractors are required to have a digital certificate for access into GSA eOffer/eMod applications and to electronically sign documents. eOffer/eMod is used to submit contract offers and contract modification requests to GSA.  Additionally, you must register with the System for Award Management (SAM).

Technical Section

The Technical Section of the proposal consists of four factors:

Pricing Section

The Pricing Section of the proposal consists of your proposal pricing spreadsheet including product descriptions, the price offered to GSA, your commercial rate, the discount offered to your “Most Favored Customer” (or MFC), and the discount offered to GSA.  Contractors also provide labor category descriptions, a Service Contract Act (SCA) compliance matrix (if applicable), supporting price documentation, a professional compensation plan, a narrative explaining why you believe your pricing is fair and reasonable, information on your Commercial Sales Practices (CSP), and the method that you will be using to report price adjustments.

Proposal Submission

The last steps in the GSA proposal preparation process are submission, clarification and final negotiation.  Following submission, GSA typically engages the contractor in clarifications and final negotiations.  We work very closely with our clients in this final phase by leveraging our experience in negotiating the best contract terms possible for our clients.  BH Sky then submits the Final Proposal Revision (FPR) via the eOffer/eMod system.  After the contract is awarded, we review all award documents and discuss contract requirements, expectations and responsibilities.

We do not stop working after the offer is submitted, and neither does GSA.
